June 19, 2018 at the office of the Independent Analytical Center for Geopolitical Studies “Borysfen Intel”, President of the Center V. Hvozd met with the Director of the Institute of Problems of Artificial Intelligence (IPAI) of the Ministry of Education and Science of Ukraine and the National Academy of Sciences of Ukraine, Professor A. Shevchenko. During a friendly, constructive conversation, they discussed the tasks and work of the “Borysfen Intel” Center and the IPAI, the prospects for establishing a partnership, conditions for further cooperation between the two institutions.
In particular, V. Hvozd spoke about the history of creation, shaping and prospects for further activity of the analytical center “Borysfen Intel”, and about its printed publication — the “BINTEL” Geopolitical Analytics Journal. Among other things, he pointed out that the analysts of “Borysfen Intel” are working in three main areas:
promoting the development of a geopolitical school in Ukraine, creating a platform for discussing geopolitical issues and Ukraine’s role and place in world geopolitical processes;
- work with young people in Ukraine and abroad on the above-mentioned issues, as well as teaching students — future political scientists and lawyers of the Kyiv-Mohyla Academy a unique course in Eastern Europe and the former USSR — “Legal and Political Aspects of Foreign Intelligence”;
- informational work through the journal “BINTEL” and the website of the “Borysfen Intel” Centre.
V. Hvozd also said that the Center’s experts constantly participate in specialized public events, namely, in conferences, lectures, seminars, international meetings devoted to the problems of modern geopolitics, national security of Ukraine, the problems of bringing peace to Ukraine, etc.
In his turn, Professor A. Shevchenko described the history of creation (back in Soviet times) and the evolution of the Institute of Problems of Artificial Intelligence, which was created on the basis of the secret design bureau in Donetsk. Already at that time, scientists were tasked with the study of processes in the human brain, purposeful influence on the consciousness of individuals, etc.
By the way, now the scientific staff of the Institute had to move from Donetsk to Kyiv, where the Institute continues its work in the spheres of addressing, first of all, military needs. For example, the development of the “Helmet” project (designed for psycho-physiological rehabilitation and correction of the mental state of fighters in the zone of combat operations) has been completed.
Speaking about the directions of development and the current state of the artificial intelligence (AI) in Ukraine and in the world, Professor A. Shevchenko said that at the moment, the AI in the full sense of the concept does not exist anywhere in the world. So far, no country, scientific institution or private researcher has succeeded in creating it, because it can only exist as a result of creation and functioning of artificial consciousness. AI, from a cybernetic point of view, is a function of consciousness, its derivative and, at the same time, an algorithm for resolving problems formulated by consciousness, which is also true for the concept of AI.
Besides, during the conversation they discussed the relationship between the nature of human life, functioning of a robot with AI and the scientific search for answers to questions about the conditions for the creation of the first intelligence.
Professor A. Shevchenko also explained his position on theological approaches to today’s study of intelligence, and such a unique phenomenon in the history of Ukraine as the Cossackdom, etc.
V. Hvozd and A. Shevchenko also determined the directions of possible cooperation. In particular, cooperation of authors-scientists from both sides in writing materials for the journals “BINTEL” and the “Science. Religion. Society.”, issued by the IPAI (by the decision of the Presidium of the Higher Attestation Commission of Ukraine, it was included in the list of professional scientific publications of Ukraine on philosophical and historical sciences).
As a result of the meeting, the President of the “Borysfen Intel” Centre and the Director of IPAI signed an agreement on cooperation and mutual assistance. Among the main goals and objectives of the agreement is the joint participation in publishing professional journals — the “Science. Religion. Society.” and “BINTEL”.
