Iran’s political system after the Islamic Revolution in 1979 are limiting the efforts of elected leaders to carry out radical and far-reaching reforms. Former Iranian President Hassan Rouhani had largely failed to exercise his legal powers and had to confront the real leaders of Iranian politics. Too many compromises were reached that were not required by Iranian law or political tradition, and in some cases the government ministries controlled by the President failed to introduce new laws or reform their own unjust practices.

Given that the conservatives won a majority in Iran’s Mejlis in the 2020 election and won the 2021 presidential election, and President-elect Ebrahim Raisi is taking office on August 5 this year, it is likely that few reforms had been implemented during the eight years of Rouhani’s presidency, some may soon be abolished. However, the Rouhani era demonstrates that for those seeking change, and who are still in office at both the national and local levels, there is little chance of advocating for past reforms.
