LAST WEEK’S KEY FACTORS AND MAIN TRENDS IN THE DEVELOPMENT OF THE SITUATION AROUND UKRAINE

I. Major-Profile Events in the Development of the Situation around Ukraine

As expected, the Summit of “Big Twenty” in China was a watershed moment in the West’s relations with the Russian Federation. During the G20, the leaders of the USA, Germany and France confirmed the West’s clear and fairly tough position in relation to Russia’s armed aggression against Ukraine.

US President B. Obama, German Chancellor A. Merkel and French President F. Hollande demonstrated once again to V. Putin the impossibility of easing, let alone lifting — of sanctions against the Russian Federation before it has fulfilled completely the Minsk Agreements.

Every (each) Western leader had talked with V. Putin for almost two hours. Unfortunately, the details of the negotiations are not known. Neither Russian nor Western sources disclose them except for the general statement of the problems in the East of Ukraine and around the Crimea.

However, quite a few facts are illustrative. First — no one shook hands with V. Putin, including the Prime Minister of Great Britain — Theresa May, who in fact has nothing to do with the Minsk Agreements and the settlement of the situation around Ukraine.

And as a final point for the modern history of Russia, — at the opening ceremony of the Summit (during the folk concert for the participants of the meeting) they showed a fragment from the ballet “Swan Lake”, which was usually on TV after the death of the first secretaries of the Central Committee of the Communist Party or during GKChP (the State Committee of the State Emergency) during the collapse of the Soviet Union.

And not accidentally, the leader of the PRC Xi Jinping, as the host of the G20 Summit, put V. Putin in a photo in the very centre of the meeting participants. Russia regards it as a symbol of restoration of its international position in the world. And China, most likely, sees it as a symbol of absorbing Russia.

 

II. Russia’s Armed Aggression against Ukraine

2.1. The East of Ukraine (The ATO Zone)

Despite all its international obligations, Russia continues the war in the East of Ukraine. The number of attacks on the positions of Ukrainian troops and civilian settlements have a stable tendency to increase: from 10 to 30 per day with the victims from the Ukrainian side.

Under the guise of a “truce”, Russia has stepped up activities to strengthen its forces in the Donbas. Thus, in the rear of the “DPR” and “LPR”, a new 3rd (Reserve) Army Corps is being formed of three Motorized Infantry, two Tank and one Artillery Brigade stationed on the territory of the self-proclaimed republics, and in the Rostov region of Russia.

In such circumstances, quite expectedly, the regular meeting of the Trilateral Contact Group in Minsk on September 7, 2016 ended with little or no result. The only agreement achieved was that on the restoration of movement in some parts of the railway communication in the occupied territories of the Donbas.

Exactly in the same way, Russia imitates a “peacekeeping” process in the Trans-Dniester region of Moldova. This also applies to “restoring rail and road transport”. The same old story. Have we learnt nothing from history?

 

2.2. The Crimean Peninsula

The European Union and USA’s sanctions against Russian businesses forced Putin to curtail his activities in the Crimea. In recent years, the number of Russian banking institutions operating in the Crimea has fallen by more than half — from 31 to 14.

The number of Russian tourists visiting the Crimea also keeps decreasing. By this indicator, the occupied Peninsula is now fourth after Moscow, St. Petersburg and Krasnodar Territory of the Russian Federation, and did not hit the rating of popular holiday destinations among Russians and foreigners.

It is obvious that these trends will continue in the longer term, especially in the situation of Russia’s turning the Crimea into one continuous military base and testing ground. In this respect quite revealing was the visit to the Crimea of Defence Minister S. Shoigu on 9 September 2016, as part of the inspection of the progress of the “Caucasus-2016” exercises on the Crimean Peninsula.

 

2.3. Other Aspects of the Russian Federation’s Actions against Ukraine and the West

In the period from September 5 to 10, 2016, in the Southern Military District of the Russian Federation Armed Forces, as well as in the waters of the Black and Caspian Seas, Russia held an active phase of the SCPE “Caucasus-2016”. According to the official report of the Ministry of Defence, the exercise was the final stage of the complex of the command-staff and special exercises and training of military control bodies, as well as of unannounced inspections of combat readiness of the Russian Federation’s Armed Forces.

At the same time, the political background and the course of the exercises showed their outright aggressiveness as the most large-scale means of a show of force to Ukraine and its Western partners. So, in preparation for the exercise, during the sudden inspection of the Southern, Western and Central Military Districts of the RF Armed Forces, near the border of Ukraine a powerful grouping of the Russian Armed Forces of up to 100,000 troops had been created.

All in all, it was composed of the 49th Combined Arms Army of the Southern Military District, 1st Tank and the 20th Combined Arms Army of the Western Military District, 2nd Field Army of the Central MD, as well as of special task units and airborne troops that were moved in a combined way at a distance of more than 2,000 km. The aviation of the Military Districts during the relocation to the operational airfields of the Southern MD performed flights at a range of up to 4,000 km.

The inspection was completed with joint force groupings’ offensive exercise, which had gradually grown into SCPE “Caucasus-2016”. However, as highlighted in the Russian media, the major role in the exercises was played by tanks, airborne and missile forces, which obviously was intended to intimidate Russia’s opponents. In particular, within the framework of the active phase of actions of the brigade level joint force grouping was the mastering of the tasks of encircling and defeating the enemy, including the wide use of military, tactical and long-range bombers. They also landed air assault forces with military equipment.

As in the unannounced inspection, individual tasks near the borders of Ukraine were mastered by units of radiation, chemical and biological protection of the RF Armed Forces. In this way, Russia has once again confirmed its readiness to use weapons of mass destruction to achieve its geopolitical goals. Besides, during the exercise they tested the 6th generation means of control, communications and intelligence, which are already used by Russia in the East of Ukraine.

Several episodes of the exercise were carried out in the occupied Crimea. Thus, at the training field “Opuk”, large landing ships “Azov”, “Caesar Kunikov”, “Yamal”, “Saratov” and “Nikolay Filchenkov” from the all-arms forces of the Black Sea Fleet landed the marines of the Black Sea Fleet of Russia.

All in all, within the framework of SCPE “Caucasus-2016” there were held 12 special exercises for different kinds and services of the RF Armed Forces. In the close working out of combat training tasks there were involved tens of thousands of military servicemen and more than a thousand of combat vehicles, including tanks, armored personnel carriers, infantry fighting vehicles, multiple rocket launchers, “Solntsepyok” heavy flamethrower systems, as well as “MSTA” and “Khosta” self-propelled artillery mounts.

A characteristic feature of the exercises, which had brought them closer to the real war, was the incident over the Black Sea, as Russian fighter jets intercepted a US P-8 “Poseidon”. According to the US Department of Defence, the fighter jets flew just a few meters from the reconnaissance aircraft and nearly led to a clash and disastrous results.

Moscow’s another action was the demonstration of “gathering Russian lands” by making the self-proclaimed republics in the territory of the former USSR join the Russian Federation under its control. Thus, September 7, 2016, the “President” of the controlled by Russia self-proclaimed Trans-Dniester Moldavian Republic E. Shevchuk issued a “decree” on the implementation of the results of the referendum of 17 September 2006 “On the Recognition of Trans-Dniester’s Independence and Its Further Entry into the Russian Federation”. By this, the Putin’s regime has demonstrated the possibility of a decision on Russia’s annexation not only of the Crimea but also of the “DPR” to “LPR”.

According to experts, the establishment of full control over Trans-Dniester would allow Russia to strengthen its positions in the Black Sea region, as well as to gain a foothold for further expansion into the Balkans.

By the way, in September–October this year in “Great” Serbia is planned to be hold joint military exercises units of Serbian, Russian and Belarusian Armed Forces code named “Slavic Brotherhood”. Russian media are already presenting these exercises as the ones to be held “next to NATO walls”. In this context, they use an allegedly Serbian proverb — “There is God in heaven, and there is Russia on the Earth”.

In 1914, with this “brotherhood” the First World War began. Exactly 100 years later — in 2014 — Russia invaded Ukraine (including the participation of Serb mercenaries). And what will happen next?

 

III. Ukraine and International Organizations and Leading Western Countries

Due to V. Putin’s regime’s actual failure to fulfill the Minsk Agreements, the European Union and the United States are increasing the pressure on the Russian Federation.

3.1. International Organizations

The European Union. September 7, 2016, the Council of the European Union at the level of ambassadors of the member states decided on the need to extend the personal sanctions against those involved in the attacks on the independence, sovereignty and territorial integrity of Ukraine. This issue was addressed during consultations on further implementation of the EU sanctions policy towards Russia for the next six months (the current restrictions will formally stop working September 15, 2016).

September 6, the acting Committee of the Parliamentary Assembly of the Council of Europe adopted a resolution, which puts on Russia the responsibility for violations of human rights in the occupied Crimea and Donbas. The document is planned to be submitted to the PACE session in late September 2016.

 

3.2. Leading Western Countries

The USA. Full solidarity with the European Union on sanctions against Russia was demonstrated by the United States. September 7, 2016, the US Department of Commerce issued a formal report on the plans to expand sanctions against Russia for violating international law and its incitement of the conflict in the East of Ukraine. To the already existing list of about 90 Russian companies, 11 companies were added, in particular from the “Angstrem” and “Radioexport” groups, “Perm Scientific-Industrial Instrument Making Company”, SPC “Granat”, “Mikran” and “Mikron”.

September 1, 2016, the USA extended sanctions against Russia, in particular, against the Russian companies-contractors of the construction of the Kerch Bridge and Gazprom’s “daughters”, as well as representatives of the occupying authorities of the Crimea and “DPR”/“LPR”.

Under these circumstances, Russia is trying to change Washington’s position through the implementation of an impact on the results of the US presidential elections. (September 6, 2016, the candidate of the Democratic Party (DP) H. Clinton accused Russia of the implementation of hacker attacks against the DP in the interests of the pro-Russian candidate of the Republican Party, D. Trump. Hillary Clinton’s statement was made based on the results of the US Intelligence Service’s investigations into Moscow’s activities.

In an interview with the international edition of Bloomberg V. Putin denied Russia’s interference in the presidential election in the United States. According to him, “… Russia just watches what is happening in the USA, and awaits the results of the election, and then will be ready to work with any administration”.

All this is common practice in Moscow to cover up its actions within the framework of the “hybrid war” against Ukraine and its partners. However, there is nothing secret that will not come to light.

In this regard, the United States and NATO have clearly warned Russia. As stated by the US and the Alliance leadership — “… the United States will not leave unanswered Moscow’s interference in the election campaign in the country. We will oppose attempts to undermine our collective security and will not allow any attempts to influence the democratic process“.

A separate comment regarding Russia was made by US Secretary of Defence A. Carter. According to him, Moscow’s “hybrid war” against Ukraine, and in fact, against the entire Western world will inevitably end in Russia’s humiliating defeat”. At the same time, he confirmed the USA’s intention to continue to support Ukraine in all circumstances.

At the same time, Syria remains the USA and Russia’s common touch point. September 9, 2016. US Secretary of State J. Kerry and Russian Foreign Minister S. Lavrov agreed on the introduction of the cease-fire plan in the Syrian territory. This agreement is presented by Russia as its “diplomatic victory”.

 

IV. Other Important Trends and Developments Concerning Ukraine’s National Interests

The worsening of the socio-economic and political situation in Russia under the influence of Western sanctions makes V. Putin’s regime resort to drastic actions to avoid undermining of its power. Thus, on September 6, 2016, under the pressure of the Russian government, a leading independent Russian agency “Levada-Center” gave up further work in the field of social and political studies. In recent years, the “Levada-Center” had been the main organization covering the real situation in Russia.

 

V. Main Trends in the Development of the Situation around Ukraine in the Future

5.1. Key Events and Trends that Will Be Most Important for Ukraine

For the immediate future, the main factor of influence on the interests of Ukraine will be the consequences of the failure of the negotiations of the leaders of the United States, Germany, France and Russia on the “Ukrainian issue” during the G20 Summit in China. The development of current events shows the West and Russia’s relations turning to a new level of confrontation that could have unpredictable consequences.

Thus, almost obvious are the EU and USA’s uncompromising positions in maintaining sanctions against Russia, which will not be removed from it either in October or in the end of this year. Such sanctions will only increase further, including an increasingly wide range of Russian companies and individuals.

In its usual manner, Russia will respond to this by a demonstration of its military force to Ukraine and its Western partners, as well as by new provocations in the conflict zone in the Donbas, and in the Black Sea and Caspian Sea regions, as well as in Northern Europe. The prologue for this was the “Caucasus-2016” exercise, which confirmed the irresponsible, adventurous and aggressive policy of Russia, which actually goes “all-in” in the confrontation with the United States, NATO and the EU.

 

5.2. Prospects for the Development of Events in the Conflict Zones in Ukraine

Based on the above-mentioned circumstances, we should expect Russia’s resumption of the active phase of the armed conflict in the East of Ukraine. In fact, Russia has already lost the chance to have the sanctions against it weakened or lifted, and therefore will not even try to create the impression of fulfilling the Minsk Agreements.

Instead of Conclusions

Painful as it might be, Ukraine needs to prepare for the worst. After the actual failure of the talks between the leaders of the United States, Germany, France and Russia on the “Ukrainian issue” during the G20 Summit in China, the two sides have reached a new level of confrontation.

Thus, on the one hand, the USA and the EU expanded sanctions against Russia, and on the other — Moscow within the framework of the “Caucasus-2016” exercises demonstrated its readiness to resort to all possible means, including weapons of mass destruction to achieve its geopolitical goals. All this is reminiscent of the situation before the First, and in particular the Second World War.

What will this mean for Ukraine? Our State will continue to be at the crossroads of Russian and Western interests. As a minimum, Russia will once again activate the armed conflict in the Donbas, and as a maximum — the territory of Ukraine will again become a battleground between East and West. Russia is already preparing for this, both in terms of the deployment of powerful groups of the Armed Forces of the Russian Federation in the West, and intensifying the fighting in Donetsk and Luhansk regions.

Besides, the establishment of full control over Trans-Dniester would allow Russia to strengthen its position in the Black Sea region, which is of key importance for Russian interests, and thus to get a kind of a springboard for further expansion into Europe — the Balkans. That’s where V. Putin’s regime’s main ally — Serbia — is. Preserving the tensions in the region, which at any moment could turn into yet another armed conflict, makes the Balkans a real “detonator” of undermining the stability of the European Union.

Russia gave this role to the Balkan Peninsula in the 19th century, and that was one of the main reasons for the series of Balkan wars, and then for the First World War.

Later, in the early 1920ies, the Balkans became a major focus of Moscow’s actions to “export world revolution”.

Indicative and alarming analogies indeed. Especially in the situation of chronic socio-economic and political problems in the countries of the Balkans and in Italy, Greece, Bulgaria and Romania, which is actively used by the Kremlin for its own purposes.

As already mentioned by “Borysfen Intel” — a “hybrid” war always turns into a real war with open use of armed force.
