In early July this year, the Head of «Naftogaz of Ukraine» Andriy Kobolev informed the public that this year Ukraine can do without any additional natural gas imports from Russia. No doubt, Ukrainian patriots liked such a conclusion because no one, except the Soviet Union and Nazi Germany (within a few days of World War II), did cooperate with the aggressor.
After all, any economic cooperation, that is, the legal mechanism of making money, means sponsoring military schemes, weapons, fighters and the like, which are now being used by the aggressor to kill Ukrainians in the Donbas. Therefore, those who are involved in creating conditions for aggressor’s making money, is automatically involved in the murder of Ukrainian citizens.
Andriy Kobolev’s statement had been preceded by the same in content statement of Deputy Minister of Energy and Coal Industry of Ukraine Igor Didenko in May this year.
Hardly anybody would deny that they both are ace-high experts in the gas industry and have all the information about its functioning.
To replace Russian gas, it was proposed to actively use the reverse supply chains. Obviously, at that was taken into account Brussels’ good attitude (which, unfortunately, will disappear with the course of time, in particular, because of the so-called «fatigue factor» from Ukraine), results (or prospects) of negotiations with potential suppliers and a sharp reduction in consumption mode. In particular, it is clear that were meant negotiations with the most promising for Ukraine supplier — Norwegian company Stattoil, now the second-largest exporter to the European markets which shows interest to competition with Gazprom.
Suddenly, in the middle of July, out of the blue, in absolute discord with the above-mentioned A. Kobolev and I. Didenko’s statements, Minister Yuri Prodan and Deputy Prime Minister Vladimir Groisman state that in the coming heating season Ukraine will be short of 6-7 billion cubic meters of gas and that gas has to be bought from the Russian Federation. That is, from the aggressor?
Professionalism of each of the just mentioned persons is above doubt. It is clear that, each of them, among other things, drew the conclusion from the information he had at his disposal. In particular, — about the existence of technical abilities (and these abilities are confirmed at least by those who had been involved in designing the GTS of the USSR, Czechoslovakia, Poland and Hungary), available resources (gas) in the western markets, legal nuances, results of the negotiations «in the West», and so on.
We should point out the following:
1. There are technical abilities (as claimed by the above-mentioned engineers) for deliveries to Ukraine today of the needed volumes of imported gas through reversible chains. After all, according to their information, through Slovakia alone, up to 30 billion cubic meters of gas can be received. Plus more than 6.5 billion through Poland and Hungary (last year was imported about 27-29 billion cubic meters of gas). And this is without any harm to the transit of Russian gas to Europe. At least in those amounts that are now available. That is — 80-90 billion cubic meters, instead of the designed 160.
2. Is it necessary to build something (to do some special jobs), in order to transport by the diverse chain the necessary volume of gas to Ukraine? The answer is: yes, it is! To add not more than a few hundred meters of the gas pipeline in Slovakia. Note: a few hundred meters! The question that should not be discussed (even with the highest prices) in any reputable community!
3. Are there 27 to 29 billion cubic meters of gas for Ukraine at Western markets, in particular, in Baumgarten (this is the most convenient for us hub)? You can be sure: no, at the moment there is not. Nobody delivers so much excess gas to European markets, in the hope for Russian «maybe we’ll sell». No one there is waiting for anybody, particularly for Ukraine, with such volumes of gas. Gas business is not made in such a way!
4. Are there any legal niceties (e.g., pre-contracted transport capacities, and such like)? It is necessary to say at once that there are — Gazprom, contrary to the requirements of the EU, has contracted and is not using large transport capacities. In particular, in the territory of Slovakia.
So, the first most important point is solved positively. To solve points 2, 3 and 4, in particular, to build a few hundred meters of the gas pipeline, to remove legal obstacles, to contract gas and so on, it is necessary to conduct appropriate negotiations and to take adequate actions. The world’s experience shows that this takes 5-6 months, if there are abilities and appropriate support. Ukraine had and still has the support — on the part of the EU (it is not unlimited, as there is such a factor as «fatigue»). There are abilities too. There was enough time; the talks in the West should have started in March-April. Now, in the remaining 2-3 months before the start of the new heating season, in October, it’s too late. Nobody will even want to talk with us about the 2014/2015 heating season.
In other words, must Ukrainians buy another 6-7 billion cubic meters of gas from the aggressor (RF), or must they freeze? There is no third option.
On the other hand, it would be logical to ask the following questions: «Dear ladies and gentlemen, did you not know 2 months ago, that we did not have enough gas? Or did you count it wrong? Why did you misinform, in particular, the public?» All this looks, at first glance, like a mess in the ruling team. Because really — the Head of «Naftogaz of Ukraine» prepares the background material for the Deputy Minister, Minister, Deputy Prime Minister. And not vice versa. Not to mention, for example, the head of the state. And how exactly and who tried (and often successfully!) to misinform the President and his environment 5-7 years ago — this the author of this article, to his regret, does know. The impression is that little has changed since that time. Unfortunately.
So, at the example with the import of gas one can (if one wants to) find out, find and neutralize those who misinform both, the government and the Ukrainian society. Who, in the end, «sets up» the same Ukrainian society. In particular, why this year Ukrainians have to choose between cold and unemployment? Who needs it? Where from do such «tasks» come and how are they paid for? Who and how is implemented into the environment of the Ukrainian leaders, to continue at least, misinforming, spreading rumors in the form of official information, and so on?
In a word, it is possible with the help of gas to really fight the «fifth column», staying put in the Ukrainian leadership!
