Import of petroleum products to Ukraine (which, according to official data, is not less than 85 %) (despite the fact that we have 6 our own large private oil refineries and Shebelinskyi State Owned Gas Processing Plant) have been written about a lot and at different angles. But it seems that this issue is not interesting to those who can influence the situation. Unless it is profitable to someone. Although one thing is known for sure: it is not profitable to the Ukrainian people. Not to produce high quality fuel in our country is not profitable. It is not profitable when the state has no real influence on the price of petroleum products on the domestic market without state refinery, which would be able to produce sufficient quantities of high-quality, low-cost fuel.
In this situation must seem interesting comparison of Ukraine with countries which had gone through decades of Soviet occupation and do not particularly stand out for the amount of equipment that consumes fuel from oil and gas. They are oil-exporting countries, such as Kazakhstan and Azerbaijan, and Moldova which imports oil. Keep in mind that in these countries the park of equipment that consumes oil practically does not differ much from the Ukrainian one.
Consequently, in recent years (we do not take into account 2014 because of the Revolution of Dignity and the war in Ukraine) the consumption of petroleum products in Ukraine (population 45 million), according to the Ministry of Energy, Ministry of Statistics, is approximately 8-10 million tons per year. In Kazakhstan (population over 17 million) – 9-14 million tons. In Azerbaijan (population over 10 million) – less than 5 million tons.
From these figures show that 1000 Ukrainians consume 180-220 liters of oil per year. In Kazakhstan – 530-820 liters. In Azerbaijan – about 500 liters, in Moldova – around 600 liters.
The fact that Ukraine consumes relatively not much petroleum products, could mean that our country is economical and in this aspect is ahead of, in particular, all EU countries, let alone the CIS. So, in this almost the most important sector of the economy, we are already integrated into the EU?! And are an example of energy saving for all EU countries, including Germany and Poland?
There is another approach. Perhaps some of these countries somehow overestimate or Ukraine underestimates the consumption? What is the logic of overestimating? There are lots of such questions.
But if 1000 Ukrainians used as much oil products as do, for example, 1000 Moldovans, in general, our state would consume nearly 30 million tons of oil. Figures are the same if we compare with Kazakhstan and Azerbaijan. If we have more energy-efficient appliances than they have in Kazakhstan, Azerbaijan and Moldova, as we are in a special way modernized – that consumption of petroleum products in Ukraine would have to be at least 20 million tons per year. But the relevant central government bodies report on 8-10 million tons! Maybe the other 10 are imported to Ukraine through smuggling (I hate believing this)? And this is – billions of dollars! It is obvious that a qualified answer to this question can only be given by independent law enforcement agencies.
