Ukraine should not only reduce the volume of consumed gas, but also decrease its dependence on Russia. This was said to the “Pohlyad” by the Head of International Programs of the Independent Analytical Center for Geopolitical Studies “Borysfen Intel”, energy expert Bohdan Sokolovskyi.
“The fact that the Deputy Head of “Naftogaz of Ukraine” Vadym Chuprun announced about reduction of volumes of Russian gas we buy, is not accidental. We can safely do with 18-20 billion cubic meters, and if it is not enough, we may purchase some within the framework of the Agreement with the German energy concern RWE. It’s just one of the options”, – said the expert.
According to Bohdan Sokolovskyi, the figure of 18-20 billion cubic meters was not accidental. “Volumes of gas consumption in Ukraine have recently decreased. Besides, we must take into consideration that over the last two years our businessmen who consume most of the gas (chemical industry and metallurgy), began using energy-saving technologies and actively implement them at plants. Therefore, this figure is quite grounded”, – explained Bogdan Sokolovskyi.
According to the expert, the current Deputy Head of “Naftogaz of Ukraine’s” statement is in no way related to the possibility of production of shale gas in Ukraine. “If the gas will be produced, it will happen not sooner than in 5-7 years. Talking about shale gas in 2013 is too early.
Instead, we have very real things, in particular the technical ability to deliver gas from West to East through Poland (the contract with RWE – auth.), and reduction of gas consumption. However, we have an agreement with the Russians, according to which we have to buy 52 billion cubic meters of gas. But we should not care about the purity of sticking to the contract too much, because Russia can always be reminded that in 1991 it stole 130 billion of saving deposits of the “Saving Bank of the USSR”. This argument is a “magic wand” in negotiations with Russia”, – said B. Sokolovskyi.
Bohdan Sokolovskyi does not connect future reductions of volumes of purchases of Russian gas with the European prospects of Ukraine. “Perhaps the statement about reduction of gas supplies from Russia can be associated with the possible signing of an Association Agreement with the EU. But even if there were no such prospects, gas consumption should decrease, as well as should decrease our dependence on Russia,”- said the expert.
